Chambers forges a collaborative future
On Tuesday 21st June 2011 Kenneth Clarke, the Lord Chancellor and Secretary of State for Justice, announced the Government's response to the 'Reform of Legal Aid'. This contained many changes to the way justice will be administered and managed in England and Wales.
The key feature of this response was to reduce expenditure. With that in mind the Government proposes to discourage unnecessary and adversarial litigation at public expense; target legal aid to those who need it most; reduce the cost of the scheme, and deliver better overall value for money.
Best Value Tendering and One Case One Fee is high on the Government's list of priorities which will bring fierce competition to the Legal Aid marketplace. Temple Chambers believes that by refining existing plans and working closely with those that instruct us we will be uniquely placed to secure our long term future.

Temple Chambers engages Ian Dodd as it looks to the future
Temple Chambers is planning to take advantage of the changing legal landscape by drafting in expertise to help them with their strategy for the future.
Ian Dodd, an independent consultant and a member of the Legal Consultancy Network, is working with a small number of Barristers' Chambers nationwide to ensure that they make the most of the opportunities the Legal Services Act presents and the imminent changes in the way legal aid will work.
Hilary Roberts, Head of Temple Chambers said, "There are challenging times ahead for the Bar and we need to understand better what our clients will need us to do for them in the future. The proposed changes to the way legal aid is managed in this country will allow us to enter into more collaborative and co-operative business arrangements with solicitors. This will help us to enable better access to justice for members of the public in our family and crime work".

Morgan Jenkins, longstanding Member of Chambers, appointed as District Judge.
Morgan Jenkins, a Member of Chambers since 1990 has been appointed to be a District Judge, on the advice of the Lord Chancellor, the Right Honourable Kenneth Clarke QC MP, and assigned to the Wales Circuit based at Pontypridd County Court.
Chambers would like to congratulate Morgan on his appointment following his long relationship with Temple Chambers as a senior member of the family practice group.
Mr. Jenkins had practiced from 32 Park Place since 1990. During his tenure he became a Pupil Supervisor and later a Legal Advisor to the Care Council of Wales. In September 2007 he was appointed as a Deputy District Judge in the South Wales County Courts.

Chambers' Expedition thanks generous donors
Juliet Gibbon and Steve Jeary would like to thank the generous donors who attended this years Temple Chambers Summer Party, on behalf of the expedition team. The raffle and auction raised a fantastic £1515 towards this years Charity Partnership with the Marie Curie Hospice in Penarth.
The expeditionary team from Temple Chambers includes Juliet, Steve and Andrew Barcello who will be seeking to raise £20,000 or more whilst undertaking a challenging hike along the Great Wall of China.
Special thanks go to Mike Walters and Layla Atfield for their tireless fund raising organisation.

Carwyn Jones, Longstanding Member of Chambers, Appointed First Minister of Wales
Carwyn Jones, a Door Tenant of Temple Chambers for many years has been elected leader of the Welsh Assembly.
Chambers would like to congratulate Carwyn on being appointed First Minister of Wales. He is the AM for Bridgend and held the post of rural affairs minister before taking the position of counsel general in Rhodri Morgan's administration.
Carwyn maintained a door tenancy in chambers when he moved from Swansea, where he had developed his practice at the bar, to Cardiff as he became involved in national politics. Born in 1967, he was educated at Brynteg Comprehensive School, Bridgend, University of Wales, Aberystwyth and Inns of Court School of Law, London. Along with his Family, Criminal and Personal Injury practice at the Bar he also tutored on the Bar Vocational Course at Cardiff University

Lynne Morgan was today sworn in as a Recorder, specialising in Family Law, in the Cardiff Civil Justice Centre by Mr Justice Wood.
Sir Roderic Lionel James Wood is the Family Division Liaison Judge for Wales.
Lynne Morgan was called in 1984 and is head of the Family Team at Temple Chambers.

Adam Richards joins Bermuda law firm
Adam Richards has accepted a position as a Senior Associate with Marshall Diel & Myers in Bermuda, where he will continue to specialise in Family Law. Adam will remain associated with Chambers as a door tenant.

The Innocence Network UK
Temple Chambers has agreed to mentor Cardiff University students working with the Innocence Network UK. The Innocence Network UK (INUK) is the co-ordinating organisation for member Innocence Projects based in UK universities. Their work has been the subject of much critical acclaim and Chambers is delighted to offer pro bono advice and support to their valuable work. Educate:
to encourage and support the creation and subsequent running of member innocence projects in UK universities.
Research:
to conduct and facilitate research into, among other related things:
i) the causes of the wrongful conviction of the innocent;
ii) the barriers to attempts to overturn these convictions in the Court of Appeal or by application to the CCRC; and
iii) the associated harmful consequences of wrongful conviction on victims, their families, friends and society as a whole.
Communicate:
to inform public debates about the wrongful conviction and imprisonment of innocent people, the INUK will communicate findings from the activities of member innocence projects and research, with the objective of improving the criminal justice system and preventing future wrongful convictions.

Temple Chambers involved in high-profile homicide
Temple Chambers prosecutes and defends in four-month trial at Cardiff Crown Court
Mark Evans QC, Roger Griffiths and Christian Jowett prosecuted the trial of 'Operation Compass', the investigation by Gwent Police into the death of a Vietnamese man at the Royal Gwent Hospital in November 2006.
David Aubrey QC, Stephen Jeary and Juliet Gibbon represented the defendant Cong Van Le.
This was a complex inquiry involving complicated telephone evidence and a worldwide investigation. Three defendants were convicted of manslaughter and sentenced to a total of twenty-three years imprisonment.

Jane Rowley is appointed Recorder
Jane Rowley has been appointed Recorder in the last round of applications.
A criminal practioner called in 1988, Miss Rowley has been with Chambers since pupillage except for a brief stint as Crown Counsel (Criminal) to the Attorney General (Cayman Islands Government) in 1998.
Miss Rowley now specialises in Criminal and Regulatory work. She is a Grade 4 Crown Prosecutor and sits as a legal adviser to the Care Council for Wales. She is appointed to the Attorney General's A List of protecting advocates and regularly appears in serious and complex cases in the higher courts.

The Residential Property Tribunal (Wales) is a devolved tribunal which hears disputes concerning long leases, rent determination and standards of housing in the private rented sector.

Jane Foulser-McFarlane is appointed as lead counsel in Intellectual Property for the Welsh Assembly Government
Jane Foulser McFarlane, who has an LLM in international commercial and maritime law with emphasis on international IP law, has been appointed as lead counsel in IP for the Welsh Assembly Government.
Miss Foulser McFarlane is a member of the Intellectual Property Bar Association and had written articles on I.P topics which have been published in legal periodicals.

Arwel Roderick
Temple Chambers regrets to announce the tragic loss of Arwel Roderick, who died today.
Arwel was a much loved and well respected member of both Temple Chambers and the Bar. Before joining Chambers, Arwel had been a well-established solicitor in private practice in South Wales for many years.
Arwel will be sadly missed by us all.
All of Chambers would like to express their support and sympathy to his family at this sad time.

Max Davies and Hashim Salmman join Chambers upon the successful completion of their pupillages
Max Davies and Hashim Salmman have become Tenants at Temple Chambers after their successfully completed pupillages. Max Davies was pupil to Roger Griffiths for a Criminal first six and Rhys Taylor for a Family second six. Hashim Salmman undertook a Criminal first six with Leighton Hughes as his pupil supervisor and Morgan Jenkins supervised his second six in Family Law.
Hashim Salmann joined Chambers after reading Law at Cardiff University before studying for his Bar Vocational Course at the Inns of Court School of Law. He worked briefly for de Maid's Solicitors in Cardiff before beginning his pupillage.
Max Davies came to the Bar after a short career in London spent mostly with the Daily Telegraph. He took the CPE, having an Archaeology BSc, before studying for his Bar Vocational Course at Cardiff University.
